MSIGWAs SPEECH AT THE WORKSHOP ON DEVELOPING A CLIMATE CHANGE POLICY FOR TANZANIA

Honourable Victor Kimesera, executive Secretatary in the Chadema secretary General's office.

Honourable Members of Parliament, Honourable Stefan Reith – Resident Representative of Konrad Adeneur Stiftung for Tanzania, Hounourable CHADEMA leadership cohort, Distinguished Invited Guests, Ladies and Gentlemen, I feel honored to be given this opportunity to officiate this important programme. I also acknowledge the esteemed efforts by the steering committee for preparing this great event which in principal, aims at a discussing and finally develop a climate change policy for Tanzania Mr. Chairman, Climate Change is a complex science, but its complexity unfortunately, does not rescue us from suffering its adverse consequences. Since whether we like or not we are subjected to the hazardous effects of Climate Change, we are therefore forced in the same tone whether we like or not to establish adaptation and mitigation initiatives so as to shield our lives from being swept away by Climate Change ill-comings. Mr. Chairman, it is an open truth that Climate Change has been a topical issue the world over.
This is not because it is an interesting and a nice subject to learn, but because escaping from learning it amounts to uncountable miseries and finally loss of lives. Mr. Chairman, Climate Change has culminated into unspeakable heat increase in the world (global warming), terrific prolonged droughts and erratic rainfalls leading to distructive floods, submergence of islands due to rise of sea level and out-break of diseases all of which are fatal to mankind.
Mr. Chairman because of this antagonistic relationship between harmful impacts of climate change and the development and well-being of human beings, the world governments from both developing and developed countries decided to put Climate Change Issue as a global agenda through the KYOTO PROTOCOL, the overriding aim being fostering adaptation and mitigation measures in order to make the World a better place to live.
Mr. Chairman, it is indeed high time for nations of the world including Tanzania to start developing projects, policies and strategies in their domestic jurisdictions to curb the already prevailing and the would-be deadly impacts of Climate Change.
Mr. Chairman, Climate Change is caused by a number of factors, but human activities have chiefly contributed to the climate change. It is not my intention to start lecturing on how human activities result into climate change but as a nation we necessarily need to have an alternative policy renewable energy and sustainable resource management as well because in the course of making use of our natural resources for our livelihoods we necessarily destroy the natural settings of the Universe and thus causing climate change.
Mr. Chairman, as a Shadow Minister and an opposition MP, I find this opportunity very precious because it is indeed a platform to tell Tanzanians that we can develop workable policies and supervise their implementation, and that they will not regret if they elect our party - CHADEMA to run the government. What we are doing here today is politically very significant and for sure it will move us into a higher stage in our efforts to capture and exercise State Power.
Mr. Chairman, I am pleased to see that the today’s event is striving to set premises for developing a policy that will specifically address issues of climate change in the larger community. Though it is still in its elementary stage but I am convinced that it is a necessary stage for take-off and I am optimistic that we shall be successful in the efforts we make today.
Mr. Chairman, I now call upon everybody who has been invited to this forum to fully participate in this activity by giving, without reservation, all his/her constructive ideas, and dedicate himself/herself to this activity so that we collectively realize our common goal; which is to produce a policy document on Climate Change.
Mr. Chairman, having accomplished my task of showing what we ought to do, it is a pitty that what we take advatage of, today might not be there for our children and our children's children as the late Us president ,Theodore Roosevelt once said “Here is your country. Cherish these natural wonders, cherish the natural resources, cherish the history and romance as a sacred heritage, for your children and your children's children. Do not let selfish men or greedy interests skin your country of its beauty, its riches or its romance.”

I am pleased to declare that this Workshop is now officially opened.
